Just because a person doesn't know that something is a law doesn't mean they cannot get in trouble for it. Sometimes people will give them a slap on the wrist, a warning or even explain the law very thoroughly, but most people don't care if you knew it or not. The law is the law and citizens are expected to know what is required of them to uphold it.
