Cement is the powder used in the making of concrete which also includes sand, crush, add mixtures and steel net. Concrete is used to erect building structures, carpeting of roads, construction of dams etc.
Cement is a binding agent. Concrete is cement plus aggregate (usually sand or rocks, but technically any sort of particle can be aggregate). Once you add the aggregate, it is no longer called cement.
