Could this have anything to do with my neighbors being asian?
We have neighbors who are asian. I do not know exactly where from. They are great neighbors but every week they do something that leaves me and my husband curious. They mow one strip through their yard about 20 feet from their front door. They leave it like this for a few days then mow the whole yard. I'm baffled. Curious if this could have anything to do with a religion or a cultural thing. We have only lived in our home a few months and don't talk to them except a wave when passing. Not trying to offend anyone just curious. Unsure of what section this belongs in!
Why not go visit them and ask??? We humans are ALL the same sorts of people.
I've got a similar neighbor behind me. I think they are middle eastern, they also cut all the branches off all the trees in their yard, big trees with no branches looks strange but they are quite, are only conversation is when their chickens got out I caught one of them in my yard and returned it.
Oh peeples what an opportunity you have here. Go make friends, make conversation - don't let this pass. What if the situation were reversed how would you like it handled? If you lived in a foreign and strange country wouldn't you wish someone would break the ice and make friends, make conversation? You don't need to ask about the lawn at first - but what a great opening for you to go an be a human being - your husband is a Christian - tell him to go practice some of that Christianess
I don't think that this has anything to do with their religion or culture. I suggest you just go over one day, have a nice chat, and ask. Oh, and bring a box of chocolates. Everyone likes chocolates.

We live between two slobs they don't do anything until the POA threatens. I'm completely the other way, I'm totally anal about my yard. I'm not being unreasonable, they currently have weeds that are a foot tall! Help!
