Why don't Developed Countries like America doesn't take seriously the Environment protection act?

(Reducing Carbon Footprint) Climate Change Conference, no promises and nothing have come out so far, like Copenhagen & others,, Don't they consider Global Warming seriously???

America isn't a country, it is a vast landmass split into two continents.  If you mean the USA, I expect it is because the money grubbers hold sway, any environmental issues will always play second fiddle to profit.  That policy is followed by most industrial countries.  We have these meetings hosted and run by the developing countries, but all they spout is hot air.

As far as America is concerned, it's because we are very adamantly a capitalistic country - me first, everyone else second. When the bottom dollar and "freedom" is the most important thing, people don't want to deal with tight regulations, strict laws, and spending more of their money to make more environmentally-sound products. Americans are very much an instant-gratification culture, and protecting the environmental doesn't really play to that.

Politics play a huge role as well. The opposition is going to oppose environmental change simply because it was the other side's idea and they're always jockeying for the position of power. You don't want to agree with the other side because that could limit your own power, endorse the other side, etc.
