    Since it is human beings that create the technology, I believe most of our species certainly have the capacity to.

    I think the concept of technology means that we'll always be one step or more behind. This is a good thing though. It means there's always something to learn.

    I don't think we have to, at least not all of us. There are the people that create the advanced technology, who can understand it, and there are people who use it in the first place, sometimes even completely without a wish of understanding. But that's completely fine, I guess that's even how it's supposed to be. If everyone understood everything and we would always be as advanced as our technology, its miracles and wonders would lose their point.
