    Does military presence of a foreign country on another state impinge on the latter's sovereignty?

    It matters if it is an invasion of a sovereign peaceful nation.
    If you invade a nation like war-torn Yemen that can't control terrorists in its own nation who regularly attack Saudi Arabia, no, because its state is essentially suspended.
    If you invasion a nation that invaded you to pacify it, as we did with Japan and Germany after World War 2 or tried to do in Afghanistan, and turn it into an ally, no, it isn't, and it is better than just levelling the nation as punishment.

      What if the D-R of China Army leased a military installation in California, calling it "Base Li Zong-Ren", and allowed no local Americans to access? Would that be a case of the shoe being on the other foot?
