Easily India will be one of the countries. The list of official holidays varies from state to state - there are National Holidays, State Holidays and local holidays. On an average it varies between 20-22 days per year. Most of the Govt institutions work 5 days a week.
India is the best country world wide for enjoy. I have no idea of other countries.

I think France have the most statutory holiday which includes New Year's Day ,Easter Monday ,Labour Day ,1945 Victory Day ,Ascension,Whit Monday ,Bastille Day ,Assumption,All Saints' Day ,Remembrance Day and Christmas Day, what's more, if the day is Tuesday or Thursday, then they can have four days off- together with weekends and Monday or Friday! sometimes they can have a tatal of 150days of holidays!So amazing, isn't it? http://www.officeholidays.com/countries/france/2012.asp
