What are your takes on the foster care system? Should it be implemented in all countries?

The foster care system in the United States is quite strict and systematic. It is applied where necessary and it's quite a process for a foster child to get adopted. I believe it's a good system because it helps to ensure these children find a suitable home to be adopted. However, it can be emotionally damaging being tossed from foster home to foster home like an unwanted puppy from the pound.
