I can only speak for the US, but here I believe that the average parent doesn't play a big enough role in education, but instead expects schools to not only educate, but step into the parent's role and raise their kids.
Yeah I guess thats true. we are the ones who introduce the child to the joys of reading, writing and Math. My children just love to read and when someone asks them from where did you get the habit they promptly say mama. I see that they are infuenced by the kind of material we provide for their reading. My son now wants to be a aerospace engineer - and is working very hard towards that.
So May be I can say all the time!!
what exactly would too big a role be and if the parents aren't doing it then who should be?
Parents are the ones that should be in control of their kid's education. I am not advocating home schooling or denouncing public schooling what I am saying is that the school is not the only venue in which a child has to learn and if the parents do not get involved and stay involved it is likely that they will not be happy with what the kids are learning in their free time.

I've been writing an article about the government's involvement in education... It seems to me that our kids would be a lot better off if the government had never gotten involved. But what if the Department of Education was stopped? What would education look like if public schools were closed?...

Do you think that the government has too much control where education is concerned?Do you think that the government / state should have any say whether or not if parents don't put their kids in school, if they choose to teach them at home, but not the traditional way that the public school...
