So it would depend on how you feel, about his "asking" ...
Reckon, collecting phone numbers could be a new "hobby" where you live !
Don't give him your number. If he is someone you are not interested in either as a friend or as a boyfriend being clear from the outset will save you both from awkward situations. Do it with grace and courtesy and treat him as you would like to be treated. If he won't take no for an answer let him know that this is harrassment and the behaviour may be reported.
Be polite, and say, "I'd rather not", but thanks for asking. You don't want to be unkind for two reasons. First, its never good to hurt someone else on purpose. That's just having good manners and morals. Secondly, you don't want to anger someone you don't know that well. There are a lot of crazy people out there, and you certainly don't want him to feel the need to get revenge.
