Generally a Hubscore above 80 is good. If you like, you can go with a grading scale:

    65-69 is a 'F',
    70-75 is a 'D',
    75-80 is a 'C',
    80-85 is a 'B',
    85-90 is a 'B' +, and
    90-95 is a 'A',
    with 95-100 being an A+

Getting a higher Hubscore depends on the people who follow you, who you follow, the scores of your hubs, and the quality of the content that is written. More information can be found in the help section on Hubpages.

Once your author score gets to 75 and all your outgoing links become "do-follow" it really doesn't matter what your score is as that's the only thing that is effected and that's the point where it switches over.

Who you follow or who follows you has NOTHING to do with your score.  Scores also don't have direct correlations to traffic or earnings, and they don't mean anything outside of HubPages.

If you want to get a vague idea of what goes into scores, read the FAQ,

Most people with a high score will tell you they pay a lot more attention to what they are writing or how well their Hubs do with search engines or what they are earning and just let the scores take care of themselves.
