I believe it was a Chinese emperor, accidentally, about 2800 B.C. I think they also invented the first teabags which were made from fine silk.
If we are speaking of actual tea,I believe it was the Chinese. Steeping roots and leaves of plants probably goes back to the beginnings of civilization.
