I find HubPages' internal links often don't match key words in my Hubs. Does anyone know how to insert external links to other web sites and/or articles? Thanks.

Open the hub in edit mode. Click edit on the capsule where you want to insert links. Highlight the phrase you want to hyperlink. click on the 'chain icon' and paste the URL of the page you want to link here.
It's also a good idea not to leave your email everywhere online - you can end up getting a lot of spam from robots that scrape emails.
Don't forget - only two links to the same outside domain per hub.
Nor can you link all or nearly all your hubs to the same domain.

I've seen some hubs with affiliate links on them... such as from Commission Junction. Is there a HubPages policy on using these types of links?

Did HubPages provide an explanation regarding why you can no longer easily share a Hub on Twitter using a button on the Hub? Why did they replace it with Flipboard?
