Ok so I publish a Hub. Then after publishing the Hub, I put it on my own personal blog. With a cite to Hubpages, and even mention it is from Hubpages in the title. In the blog post I put the links where they are supposed to be. So to recap.
1) I publish on Hubpages FIRST
2) Then I publish it (my own content) on my own personal Blog SECOND
3) With all appropriate links and citations
4) I am the author of both.
Why do I keep getting flagged? Is there anything I can do about this?
You aren't allowed to post the same thing at two places. Choose any one of them. It doesn't matter whether or not your the author - it ain't allowed.

To answer your questions,
1) Most likely your blog is being indexed ahead of your HubPage.
2) Stop reusing your own content. After all, search engines severely devalue that sort of thing now so one of the other of the places you post the content is going to wind up worthless.

To get over this rule you can write at least a 300 word blog post on your blog explaining what the hub is about. Just pretend you are telling a friend. Use the keywords but put it in your own words without repeating any of your hub word for word. Then add the link to your hub.
You have posted the hub for your blog readers without violating Hubpages or Google rules and provided yourself with a backlink

If duplicate content was "OK" most of the internet would be a worthless repeat. Which is why Google doesn't like it, as their goal is to bring searchers the answer they're looking for, not ten of the same answers they're NOT looking for!
