What are the points we need to consider while allotting our hubs for display in "In the Spotlight" section. I need the tips and criteria for gaining maximum traffic through this display process. Please help.
I put my five most recent Hubs in the "spotlight" section on my profile page. When I post a new Hub, it gets rotated in and the oldest one gets rotated out.
It is ok. But I think it is better to keep some traffic generating hubs there without change.
I figure that the large majority of visitors to my profile will be hubbers, so I spotlight mostly hubs I think other hubbers might be interested in.
"Making money with Hp" rather than "How to fix a leaky toilet".
"Finding and getting rid of duplicates" rather than "how to wire a light switch".
Controversial topics rather than "how to" hubs on fixing a specific problem.

As FatFreddysCat does, I usually have the most recent hubs in the 1st, 2nd and 3rd spots. I don't always spotlight all recent hubs because they will catch the reader's eye anyway since they are at the top of my page.
I save the 4th, 5th, and 6th spots for hubs that aren't getting enough traffic and need a boost. I also like to use the 1st and 2nd spots for hubs with strong images that will hold the reader's interest and possibly get them to read the hub.
The last spots, 5th and especially 6th, are pointless because I don't think many readers (mostly hubbers) stick around and watch the carousel go all the way to the end and back around. So I use the last spot for the hub I'm least desperate about showing.
I also switch things around weekly. Since I've just given you some of my trade secrets, please self-destruct. (Just kidding)
