    More specifically:

How do you independently investigate people who control the committees and agencies responsible for the investigations?

You don't, unless the party in power agrees to an independent counsel. And so far the party in power is opposed to any investigation other than lip service.

True. So, purely as a hypothetical, if the intelligence community had gathered evidence that incriminated people within a new administration, what could they do with it?

Obviously they couldn't take it to the president, if the president was incriminated.

Could they take it to Congress (quietly) by reaching out to individuals deemed to be trustworthy?

Or in this scenario is such evidence more likely to be "leaked" to the press, simply as a way of getting it out?

The evidence is already being leaked by members of the White House staff and the intelligence community. They will continue to dribble it out until Trump is gone and Pence takes over.

Anyone is naive if they think the Sessions leak that came out 24 hours after Trump's successful Congressional speech was just a coincidence of timing. They are even more naive if they think the leak came from the Democrats.

In this day and age, with half the country denying everything, it will take much more public pressure to force Congress to act than it did with Nixon or the Clinton impeachment.

Agreed. There are reports of SIGINT that demonstrates collusion between Russian intelligence and the Trump campaign. If it exists, it's almost certain be "leaked", so that public pressure forces Congress to act. Can't see any other way.

Of course it would take you TWO  guys to think that Congress IS controlled by the white house ,   I think you seriously need to go back to government 101 !     Because one or both can seem apathetic to accomplishing anything at all ,  certainly doesn't mean one is  controlled by the other .
