A fairly level ground without too many stones or rocks. An enclosed area so children are safe or they have their limits. A table and chairs to sit at or cook is very useful. Stay clear of getting to close to streams or rivers as the noise will keep you awake in the night. Also don't camp under trees, but a selection of bushes and shrubs near by can help keep the wind down especially if your going to have a barbeque. Keep a bucket of water handy for those just incase moments. And no one wants to talk about it but think about toilet facilities. If your taking children think about toys to entertain them. Kites are a good idea. Also think about snacks and drinks because when your outdoors everyone eats and drinks more.
Great Question! You may have inspired me to write a hub about it! Quick answer though is that what constitutes a great campground is in the eyes of the beholder. Some people like to have all the comforts of home at their fingertips, others like to have the wide open spaces. Me. I'm the wide open spaces type and dislike campgrounds that have bright lights, small sights and noise.
I always look for a campground that has lots of privacy for each camp site. Each camp site should be a good distance away from the next or at least separated by trees or other vegetation. Cleanliness, reasonable price and good location are the things we look for when camping, and we've camped a lot! However,there are just two of us. Those with children usually look also for playgrounds, swimming pools and activities.
I am a member of a private seasonal campground. The best feature of the campground is that they now have better, cleaner showers, and a very nice pool. But, for quite some time, the pool area had no shade, and being a red head, (Or ginger, as we are now called) That made time at the pool very short. They have since put up a shade barrier on the pool deck, and that has made it 100 percent nicer. So, a shady camp ground is a must.
I have seen some camp grounds online that are just plopped in the middle of a field, with a sea of tents. That place will get an x on it from me. Another thing that helps is decent activities. Luckily, the camp ground I belong to has themed events every weekend during the summer. The best of which is Mardi Gras. Lot's of fun.
Another thing that is needed is shelter, in case of bad weather. Some forest camp grounds have no shelter at all, and if you are in a tent, that could lead to serios danger. I certainly wouldn't want to be in that field during a thunderstorm. Also, it should be easy to navigate, decent roads and walking paths.
I have to one state camp ground, where I was walking the trails in the woods, and got lost. Lucky, for me, it wasn't far from Lake Michigan, so I just headed toward the lake, until I found the beach. That was a long walk!!!
