What is an appropriate curfew for a safe neighborhood for a 13 year old?
Thirteen? I'd say about 9:00.
8:00 is too soon, that's what time little kids go to bed. 10:00 is too late, only older teens should have this curfew.
9:30 sounds about right! Kids don't need to be out to late anyways!

Do you mean that the 13 year old is out of the house completely unsupervised? That is to say not at a friends house (with the friends parents), or with a chaperoned group. Then NO time is appropriate for a 13 year old.
This is a child who can be easily victimized by older teens or adults.
Such a person should not be left to the wolves, safe neighborhood or not.

I meant with friends, in yards or in homes. Parents are always near.
When I was 13 I used to come home from the skatepark unsupervised at around 7:30 in the summer months and never had an issue with being victimised by older people.
If the child is around others there should be some sort of curfew in place as not having one in place can be unhealthy for a teenager especially at that age. around 9:00 is a good time.
