   Not sure if I understand your question--- but I know you can't buy it. Well, maybe there are some sources which will promise  to improve your SEO for a fee, but I think almost all of these are shady.
   What it really costs is time and dedication to learning all you can about search engine optimization and applying it to your own writing.

      That's what I thought from reading hubs about it, but then I saw ads where you would have to purchase something.  Can you tell I am not up-to-date with all of this new technology, and I know it is not new, but new to me.  Ha.

   Implementing SEO costs nothing, except the time it takes to make your hubs SEO.  See my hub "What Is Search Engine Optimization (SEO)?" for some information to get started with SEO.  It's not terribly complicated.  It's about formatting.

   You can buy keyword tools or pay a person to help you with SEO. Some hubbers have purchased tools. Many of the tools are free. Then you must read and learn about SEO. Many hubs exist on the subject, as many hubbers are knowledgeable about SEO. The best hub I read was about thinking about what keywords you might use to search for a subject and then follow up by seeing how your words check out when you use a tool. I bought a book on SEO, but it  was too general and not helpful. There is also an online course about it through ED2go.com, which is relatively inexpensive. The same course is a little cheaper at some vo-tech schools.

   It's a bit like home improvements: it's a whole range of practices, some of which you can do yourself, others which you can pay experts to do. It's a major industry with high-paid professionals, but there are plenty of skilled do-it-yourselfers.
   
   Since hubpages doesn't pay us much, what makes sense is to learn about SEO and incorporate it into your techniques just like grammar and spellchecking.

   You can purchase SEO and have it emplemented. But, as a previous person answered there are a lot of people who will take your money and not deliver expected results.
   
   I would suggest staying simple and learn as you go. Start with your keywords by doing a search from free keyword tools; such as google keyword tool. Concentrate on keywords for your titles and do not worry much about the rest. You can try to include your main keyword a couple of times in your articles. The rest really isn't that important anymore.
   
   When you write for Hupages or other sites most of the SEO, like meta descriptions is already taken care of. If you need help with your own website, feel free to contact me and I'll give you some tips for free.

   If you do a little reading of online material on SEO (much of which can be found here on HP in the form of hubs) and you implement SEO yourself then the only cost you'll incure is the time it takes you to read about it and then the time it takes to re-write a few sentences.

   It is free if you do it yourself, but SEO is more of a constant continuing practice than a singular thing that you can just implement. There are tons of articles online that can explain the details, but if you want to pay someone to do your SEO for you the prices can vary dramatically. Personally, and this is just my opinion, do NOT pay anyone to do your SEO for you, because they take many shortcuts that Google is on too. The ones that don't, you're going to have to want to spend a lot of money. Read up on it, and you will find it really is not too difficult to learn yourself.

      I not only concur with these statement but would like to add one thought. Understanding that SEO is ever evolving means that if you pay someone else, this is a cost that will never go away. You're going to have to keep paying in order to keep up.

    I agree with what most people say. One need to put in a lot of effort. You can substitute that effort by paying a fee to someone who makes the effort on your behalf. But there is no automatic process of doing things as far as SEO is concerned.
