There are many reasons why corruption exists. For some it's the easiest and most profitable way to go. Of course it does not help when those who are suppose to be taking the lead indulge themselves in corruption as well. Some because of their economic situation justify corruption because in their eyes it's whats getting them by. The more someone get's away with something without being caught the more prone they are to keep doing it. King Solomon once stated : "Because sentence against a bad deed has not been executed speedily, the heart of men becomes emboldened to do bad." - Ecclesiastes 8:11
Other factors that contribute to corruption are selfishness and greed. Selfishness helps those who benefit from corruption turn a blind eye to those who are suffering from it. The more a person keeps making, greed continues to increase. Again King Solomon wrote under inspiration in Ecclesiastes 5:10 - "A lover of silver will never be satisfied with silver, nor a lover of wealth with income."
The final and most fundamental reason corruption exists is recognizing who holds a strong influence here on earth. The bible states regarding Satan the Devil in 1 John 5:19, "We know that we originate with God, but the whole world is lying in the power of the wicked one."
Revelation 12:9 states: "So down the great dragon was hurled, the original serpent, the one called Devil and Satan, who is misleading the entire inhabited earth; he was hurled down to the earth, and his angels were hurled down with him". So wee see that Satan promotes corruption by those who are willing to carry it out. His influence is prevalent and this is why we see it everywhere.

There is corruption because the three evils exist. These are imperialism, bureaucrat capitalism, and feudalism. Bureaucrat capitalism means treating government as sort of like a business.
Short answer: Because there will always be greedy, selfish people who suck.
Because people have desires that they cannot satisfy quickly. Corruption can speeds things up. The laws are only thoughts. Corruption is just a different set of thoughts that are not approved. Some people get away with it, some don't.
Why is there corruption? What is corruption? Corrupt means something is utterly broken, foulness, pollution contaminated, and defiled. When one thinks about corruption, however, they see in their mind a politcian making deals behind the back of the public for his or her own personal gain. They may also see big business performing illegal practices that are known to law enforcement but the exchange of money makes them look the other way. This area is the most common thought when speaking of the word corruption. It occurs because those in power see the opportunity to become more powerful and wealthy. The ideals that most people have are either pushed to the back of their mind or they didn't have ideals to begin with. Soon after these ideal only become a faint memory and the greed and power that was a questionable action in the beginning becomes forefront and now is the way they think on a regular basis.
However, those in power who are performing illegal acts that affect your daily living aren't completely to blame for their actions. The idea of corruption is something we have pushed for as a society. You may not agree with that comment but think about the "I'll do what I want attitude" many people have today. We might stand back and say sure do what you want if it doesn't effect me. Suppose society as a whole agrees that murder is wrong. But, its okay to kill yourself because you aren't effecting anyone else. Society is promoting corruption. Killing oneself is a corruptible act. Corruption will lead to more corruption. Its okay to this today and it will be okay to do something worse tomorrow. The spiral is downward and may slow at times but never stop.
I won't put my personal belief in the mix because then you may disregard the point altogether. Just let it be known that when we allow certain "acceptable" forms of corruption we are opening the door for much more. We only have ourselves to blame for the consequences in the end.
Corruption exists because all people want things, whether it be money or power. It doesn't matter. So long as people want things, there will be corruption.
Greed, the lure of easy money, and getting something for nothing or for little effort is much more appealing than working hard overtime to accumulate something. Corruption offers them a "shortcut".
However it must be acknowledged it is human nature to want the most we can get for the least amount of effort. This explains why frivolous lawsuits, lotteries, and casino gambling are so popular. Thankfully the vast majority of people are not looking to corruption or breaking the law in order to obtain wealth, power, and influence.
