Do all governments use fear and hatred to push their own agendas?
Is there such thing as a wholly non-corrupt government, or do they all manipulate people with propaganda? Do you think it would be possible to truly have a government "of and for the people" - or is corruption completely unavoidable? (no debates or hate please) Philosophically speaking - can we make a government that is non-corrupt, can it exist? and if so, how? or is it truly not possible?
There is no wholly non-corrupt government but many are worse than others. If the populous are fanatical, the government will follow suit. The people vote for the government and the politicians will say whatever the people want to hear, therefore the people will get the government they deserve.

If the believe it, then they are feeding into the hate. Politicians take extremes so for someone to agree, means they are of the same slant. In the US particularly where you have to have a whole set of beliefs one side or the other.
In Democracy you will find that parties take money from industrialist to win election in return that govt gives them public resources at cost of penny or price hike is imposed on people to pay back those industrialist people.

I think as long as there is the human factor, there will be those involved in greed and corruption. They will of course say what the voters want to hear to get elected, and at times have good intentions. What happens once elected is a totally different story. Most of the time the things they promise are just propaganda. Also, I think there should be a limit on the amount of terms a politician can serve. The longer they are in office the more likely they are to be corrupt. And what is really sad is that we only know very little about what really goes on. Sad but frustrating and true.

I agree, especially with term limits. The longer they are "dug in" the worse their potential for corruption and the harder it is to get them back out.
It's impossible and dangerous to have a government completely for the people. What tends to happen in nations where people unite against their corrupt government is they start out with good intentions. Because the human heart is deceitfully wicked, the people who oppose their corrupt government usually make situations much worse and this so-called for the people, take back our freedom, then begins a tyranny of destruction and genocide.
The sad reality is people buy into such nonsense because they trust in a Godless response to the worlds problems. "There is a false tenderness in the world, a tenderness cut off from Christ, that poses as compassion and leads to concentration camps."
Iceland did it & after only 5 years later their country is doing better than ever, with no sign so far of tyranny or destruction or genocide..All governments are corrupt, & they all want control of their population, or rather their slaves.

The short answer is yes. The longer answer is no, it’s not really the governments that are so corrupt and manipulative, it’s the elite cabal that controls the governments of the world. As an example to the contrary, think of the occasional benevolent political leader. Perhaps the best all-time example being John F. Kennedy - but the elite cabal put an end to his good deeds and truthful speech before the masses got too accustomed to it.
As to the question in your text, the answer is a giant YES and it’s being accomplished even as we ‘blog’. There are many, many, many international groups who are systematically putting an end to this elite cabal and their agenda. The different groups are coming from so many different angles and strategies that the cabal cannot hold its own, and their house of cards is falling.
Most of these groups consist mostly of average people who have become aware of what’s going on and want to do something about it; others consist of people in high level positions of military, government, finance and media. The former are way too many to speak of here, but there is a short list in by hub about the Federal Reserve, if you please. As for the latter, you could look up the White Dragon Society or the White Hats. You may wish to use a private search engine such as Start Page instead of Google.

Some years ago I wrote a piece entitled, "America Has Died", which, I believe was copied over to Hub Pages in a lessor form. Simply put, yes, we can and I believe we did in The American Constitution. The below quote by Alexander Tyler (not Sure) however, will speak to your question.

From courage to liberty;
From liberty to abundance;
From abundance to complacency;
From complacency to apathy;
From apathy to dependence;
From dependence back into bondage.
The same sentiment was also stated much earlier by Ben Franklin

Perhaps, it is wrong to blame the politicians. Would it be best to look at us?

I find it always useful to remember that they came from us. One Prime Minister could easily be your next door neighbor, and another was mines. The President went to a university which many of us are familiar with and some may even have gone there. They are not really different from us, and if we feel fear and hatred, then so would they.
Some philosophers are of the opinion that we get what we deserve, and that where there is crime in society, the whole of society is responsible. Every one has to do his/her part, in the peaceful evolution of love or life. So Governments do as you say to the extent that we ourselves encourage.
Still, all is not gloomy, nor is it meant to be, as Love is the greatest force. So God send us children into the world from time to time to help us on our journey to Light: Thomas Jefferson and some of the Founding fathers, as well as Mandela, Martin Luther King jnr were useful examples, but they are many more.
Still, my Dear Christin, we can all continue to do our part through prayer - both internal and external, meditation, selfless service and other ways, to influence those in charge. Energy is rather like thought waves traveling through the ether, and it should never be underestimated.
