HubPages has what is called 'Boot Camp'. Basically that means for new members there must be five intitial 'Featured Hubs' before they are published. To learn about that goto the following Learning Center Article:

Featured Hubs and the Quality Assessment Process: https://hubpageshelp.com/features/Learn … tured-Hubs

There it will explain the process for a Hub to become Featured and there it explains the 'Boot Camp'. That is about halfway through the article. Another great article to read is about what HP calls a 'Stellar Hub'. That is the aim one should take writing Hubs. It is found at the Learning Center now called HubPages Helps (Link below). Here is the link for the 'Elements of a Stellar Hub':

    https://hubpageshelp.com/content/Learni … tellar-Hub

For info purposes here is the link to the Frequently Asked Questions (FAQ): http://hubpages.com/faq/

Here is the link to HubPages Helps: https://hubpageshelp.com/

There you will discover six Categories:

    ** Content Creation
    ** Features and Programs
    ** Making Money
    ** Photos and Videos
    ** Promotion (Promoting Hubs)
    ** Publishing Standards

    I hope this helps . . .

Rule number one is proficiency with the English language. I can tell from your statement "I follow all the hub rule but my first hub not publish.they say me that first to publish 5 featured hubs" that you've got a way to go on that learning curve.

Here's a corrected version: "I follow all the Hub rules, but my first Hub has not been published. They tell me that I must publish five featured Hubs."

Keep trying and be proud of yourself for writing in a second language because most of us have all we can do to deal with one. Tutorials are here to guide you. Welcome to Hub Pages.
