Kami, it will all depend on how much money you plan on sending or receiving per period. With the personal accounts, you can only receive or send so much money. I forget the limit. Otherwise, you'll need a business/premier account. I think anyway.

No, personal accounts and premium accounts are free to join.
        Here's a neat lil chart:
        https://www.paypal.com/us/cgi-bin/helps … es-outside
You can start with a personal account and upgrade later at no charge.

Annoying thing about Premium is, there's a fee for RECEIVING money from other Paypal accounts. The good thing is that the fee for receiving money from credit cards and debit cards is a lot less than a Personal account.

The thing is, if you're looking to sell on ebay, you HAVE to have a Premium account.

Signing up for either account is free. They do typically remove a percent of the funds that you recieve, but that's the case for both account types. Typically, with the premier account, they  have a less set fee, but it all depends on your country and something else. I forget. With the personal account, the percent that they take depends on how much the payment was for. This doesn't affect you sending money, but just recieving.
