Can you hook a nintendo ds and a nintendo 3ds together to play 2 player games?
You can use the DS's wireless feature to play together, yes.
I don't own a 3DS so I'm not sure if it's backwards compatible. They are two different systems in much the same way that the GameCube is a different system than the Wii. If the 3DS can play games released for the DS, then they can probably be linked wirelessly to play together. If it can't play DS games, then it won't be possible. Also, this would only work for older, DS games. Any way you swing it, the DS will not be able to play multiplayer with 3DS games.
Yes you can play DS games mulltiplayer on the Nintendo 3ds with a buddy who owns an original 3ds. You just go to the download play option on the 3ds and select original DS games.
That said you can't play a 3ds game multiplayer with someone who only owns an original DS.
