The appearance of dark circles is exacerbated by the thinness of the skin just below the eyes.  The most effective treatment is neither cream nor serum nor vitamin supplement...and not even sleep.  It is a small series of 'filler' injections of the lower lid, which increase its thickness and vastly diminishes the visibility of the blood vessels underneath.

[This does not necessarily apply to circles that are caused by actual bruising (from sleeping with the face on the hands) or to temporary circles caused by insomnia or drug use.]

You can also use a good under-eye concealer to hide the dark cirlces. For more information go here http://hubpages.com/hub/How-to-Achieve- … althy-Eyes

You can use eye creams for it. Here's one that is the safest, most effective alternative to Botox:

Fruits and vegetables such as strawberry, apple, cucumber, and potato slices can help with both the puffiness and the discoloration. Each has its own variety of nutrients which can ultimately feed the eyelid and under eye area. These nutrients are healthy for the skin when applied to the outside of the eye as well as when eaten.
