Nothing is 100% guranteed, not even condoms, or female contraceptives. I would say your asking for trouble by using this method, you might want to read about pre-ejaculation, leakage, you wont be aware, well until you hear "Im pregnant". The best way to prevent pregnancy is not to have sex.
The quick answer is no!
Use a condom, the pill, the injection, coil etc if you don't want to get pregnant. The withdrawal method doesn't as small amounts of sperm can be released before ejeculation.
