What might it be if a stray puppy has tiny bubbles under the skin popping like?

I just took in a stray.  Probably 7 months old judging by the canine teeth.  He only had a few tick so don't think he been out more than 24 hours, but he was dehydrated in the excessive heat.  When I pet his back or his side there are bubble like under his skin feeling like they pop.  What could this possible be?

A visit to the vet will be your best bet.  I can think of many things it could be - some better than others.  If you can't afford to take a stray to the vet, you might look into a rescue group.  If the pup in the picture is the one in question, I'd look into contacting Beagle breed rescue groups near you.  They may have the funds and a foster home available for the little guy.  Good luck!!

Does the puppy seem otherwise normal and active? It is really hard to tell without taking a look and like agilitymach pointed out you really need to take him in for a physical exam from your vet. There is a rare condition called subcutaneous emphysema where dogs get "rice cripsy skin" but I can only remember seeing two cases (in all my years!!!), and the dogs acted really sick.
The bubbles just have air in them, no fluid? If they are fluid filled there are a lot more possibilities.
I hope he does okay. Let me know.

Rice crispy skin is exactly what it feels like.  However, he doesn't act sick.  He drinks and eats.  He pees and poops!  He is a little timid, but that could be trauma from past owner and dumping him in the country.  I will research more.

If it helps, my cat had similar symptoms where one of his lungs was punctured in an injury caused during the 1994 Northridge earthquake.
