Are short poems really considered substandard on HubPages?
Or is it just an automatic warning to discourage a potential spammers that is removed by a moderator later after the Hub remains published.
Short poems fly beneath the wordcount radar. It is best to add some background information or thoughts before, and or after the poem itself - I would suggest putting each part in a separate text box. Also adding pictures is a good idea to overcome the content quantity and will also increase the hub score - in my experience.
In addition to what alternate poet said, you'll have to realize that HubPages, at the end of the day, will still think like a business (because it is one!). HubPages is an article publishing platform and it is harder to earn money with poems than with articles. So they encourage you to write more so that there is more content. More content means better chances of getting relevant advertisements and that means more money (usually).

Is a short hub considered substandard?Can a hub be flagged as substandard for being too short? I have recently published short hubs, and I fear that they may soon be considered substandard. Sometimes hubs are simply short, but having relayed useful information.

HubPages has this wonderful feature called Hub Hopping or Hub Hop to flag low-quality/copied/spam content. I know some hubbers do use this and help HP staff weed out the substandard content. Here's one more reason why everyone should 'hub hop.' I came across this thread on a Google...

That's all that that Hub is supposed to contain, nothing more and nothing elseand your engine thinks it's lacking content...
