It's very difficult. In my opinion the only chance is writing good reviews and send a notification to the editors in order to show own skills
Set up a blog writing book reviews, then do what TechCraft said and contact publisher about your blog. After that if they like you, you could get hired part time to review books from them on your site.
This is one task I wish to do but I guess it will be tough. Unless you love reading books and get inspiration with it then you will have a better chance of writing good reviews.
You find publications offering to pay for book reviews and apply to them. However this is a small and shrinking list.
Be a best selling author many times over and then they may approach you. It seems like Terry Brooks and his generation are writing a lot of book reviews over the last couple years.
