Can poems be shorter and just not included in the contest?
What I am asking is can a regular Hub poem be shorter than 500 words without being axed?

I think you can.  There are specific rules for joining the contest.  You can see the rules here:  http://hubpages.com/static/hubpatron_of_the_arts.php

Most of poem has less than 500 words, I have never read a poem contain 500 words or more, but it doesn't mean there are no poem more then 500 words. You can write 10 words of poem, as long as it has a quality, I think everyone is going to vote on you.

There is no set minimum on the length of poems that are published on this site. poetry and photo galleries are exempt from the minimum word rule for publishing on hubpages. It is only for the contest that you have to add commentary to the poem to make the hub 500 words.
