If you have a local print publication on your area, or a local internet site-- try publishing there.
Decide you ARE a freelance writer--( in fact, you are, publishing here).
I am doing this full-time now and it really is just a matter of doing it. I knew nothing about it when I started but I read and read some more and then I started applying for jobs. There are many websites that advertise for freelance writers; you send out you resume, some samples of your writing and then hope for the best. In the meantime you get business cards, network with friends and business associates, get the word out. It took me about a year to reach the point where money was no longer a concern.
