Is it compulsory to write within the framework of English grammar?
Yes, you need to make sure any content you publish on Hubpages is written using appropriately edited and correct English and grammar.
It depends what you mean - if you mean should your regular information style hubs be reasonable grammar then the rule would apply I guess - however if you mean you have some novel and interesting new way to express yourself then I would guess that would be ok - after all poetry does not need to follow the same grammar rules does it.
A person is free to write in any way they wish. However, other people are equally as free to give up any attempt at deciphering the resulting gobbledegook.
