First of all, how do you know this? It might be using just the right amount of power.
If you think something is wrong with it, then you should call the manufacturer and ask if they can help you find a local service company to provide service.
If you just want to use less electricity, then you could do the following: Insulate the tank with an insulation blanket. Turn the water temperature down, and have a timer installed on the tank.
