Can I put topsoil over the weed barrier instead of mulch?
I don't think that you would be pleased with the results. Topsoil has seeds in it, so it would defeat the purpose of the weed barrier.
You can, but the seeds and spores of weeds and other unwanted plants will be able to take root easier and you still end up with the problem you had before laying down your barrier.
I concur with the other 2 answers here. Compost, shredded or small chunk bark, gravel, cocoa shells, or coir would be better bets.
