That's an interesting question, and one that provokes a lot of thought. Another question would be, would the white-collar fraudsters become tax evaders also to avoid the high marginal tax rates?
Yes that is a logical reaction to an action. I just wonder though because the US was a manufacturing powerhouse at one point and did the high marginal tax rate hurt us or help us? Things go to far in either direction at times and it's interesting to step back and see what the context of the tax code was in relation to the times....
No. It increases the rewards for cheating the tax code or will increase the usage of loop holes or further increase the influence of lobbying because the pay off of getting new tax loopholes is so high.
Simplify the tax code to eliminate loopholes and opportunities to cheat through them.
