By submitting copies of passport, visa, address proof, photograph, identity card issued by a relevant government authority with photo, one can open the account in any bank of any country one likes. But there are restrictions. For example a Pakistan citizen or a Chinese citizen cannot open a bank account in India as these countries fall under India's 'enemy country' category. But even they can open with special permission from Indian government.

In order to open a bank account you will definitely need the following:

Copy of your passport’s picture page
Utility bill in English or translated in English (Proof of address;)
Answer some Due Diligence questions, for supplying your address, telephone, email etc.
    The specimen signature
If the account is for a company you should also provide the company certificates.
