Write great content and be friendly by reading and commenting on the hubs of others! It's fairly easy!
I don't worry too much about followers. If you want to apply for adsense, you should worry about content. Write interesting things about subjects you know about, and don't hesitate to go into detail. Also, try to find relevant pictures, and place them cleverly among your post. You won't get followers immediately, but give it time, and people will enjoy your work.
You can do the same if you do want followers more, though. That, and go around on HubPages and interact with people, be nice and friendly. HubPages isn't really similar to a social network in many ways, but it is in this manner. If you want to get noticed, you want to be friendly, and social.
