   In case people with right hand drive cars have blind friends who need to access their ATMs.
   
   Alternately, banks feel it important to appear inclusive; they order the Braille dot key-pads for the machines inside, and it is probably just cheaper to standardize the pads whether they are destined for the inside or drive-up ATM.

   Maybe so that their caretakers can assist them with being part of society. And to give them a sense of independence.

   I have wandered about this for years and came to two logical conclusions, both of which, make sense. In the first place, the dots are there just in case a blind person has illegally driven a car to the ATM and wishes to extract money.  If they are able to successfully get the car into the narrow lane approaching the ATM, then they deserve to give it their best shot and the Braille is there to even up the odds.  The more logical of the answers is that the machine is of a general design and used in a large number of configurations that range from a drive-up style ATM to one located in the lobby of a hotel or a bank.  In that case, the Braille would be appropriated and necessary for a seeing (and a hearing-impaired) person to operate.  Therefore, by law, the machines must be capable of providing services to both the seeing-impaired and the hearing impaired in the proper setting.  There ya go!    Not all customers of drive up atm are the drivers.  Some may be the passenger who is blind.  But it can simply be a part of their "we're sensitive to your needs" campaign.
