More fraudulent than votes exceeding voters in elections are votes not counting at all. We have the illusion of a democracy in the United States, but all our leaders are appointed. That's why they really don't care what John & Susie Q. Taxpayer has to say and why congress only has a 19% approval rating, yet retains their seats (year in and year out) 95% of the time.
