    America is the only SUPERPOWER in today's world, Still, Americans, Prez Obama included, are afraid of as innocent a thing as the bright full moon in the night sky, something not capable of hurting even a breastfeeding baby. The very thought of facing up to it makes an American feel a chill running down their spine. WHAT is it ?

    In the image is the word BANK.
    At the bottom of the image there is the word "over".
    The moon stands for a small "innocent" power which the big super power is reflecting off of.
    The moon is "full/bright."
    What is the small (innocent) power the big (super) power is afraid of?
    Like an elephant and a mouse?
    I give up.

    Something to do with American banks?

    The moon has no light of its own hence it is an illusion. To be afraid of the suns reflected light is also illusory for we love the real sun and it brings life to all.
    Hence you are alluding to the current false fears in the USA about a demagogue coming to power. The demagogue or moon has no light of its own but pretends to. He is actually just a barren world that appears wrongly to be a man like the man in the moon (another illusion.)
