    I know they are not a culture but children are the happiest humans on Earth! Until an adverse action happens against them, they are the brightest beings here....

    (The answer to your question I think is Finland or one of those Nordic European countries because their societies are more fair.)

    I have made many friends from many different countries, and My Brazilian friends seem to be the happiest people I have ever met. However, I Can't say this culture brings the happiest people, but this particular group of friends seem to be overly joyed and expressive in everything they do. My Brazilian Friends greet everyone they meet with great affection and welcome.
