US ambassadors are nominated by the president with the advice and consent of the senate, which means the senate must approve them by majority vote. A president, however, may make what is called a recess appointment, which is a temporary one made when the senate is not in session, and one subject to later senate approval. That executive authority has been abused in recent years, but it has yet to be eliminated.
Ambassadors are appointed by the president. (Not ambassadors of goodwill by some foundation or ambassador of the bible). As such, an ambassador is an alter ego of the president abroad. So, in theory an attack on an ambassador is an attack on the president.
