What would the United Nations need to become a federation?

Currently, as it stands, the UN operates moreso as an international confederacy of nations; but this cannot last- as all confederacies inevitably dissolve or centralize into federations.

It is highly unlikely that the UN will federalize. The much smaller EU has taken decades to come as far as it has, and is still a confederation, and may break apart. The more than 200 nations of the UN are unlikely to give up their sovereignty. I see no move in that direction - if anything, the world seems to be fragmenting politically.
