Well the universe is unlimited big in size, so, there are definitly aliens out there, the only question is, whether there are any aliens in our galaxy and whether, we would ever be visit by them. Are the government covering up aliens...well...they might, if they come across aliens. That is for certain
The problem with the Drake equation about extraterrestrial civilizations is Fermi's paradox: even if there are alien civilizations out there, the low probability of such will probably lead to us never crossing path.
At least we won't encounter it in our life time, five hundred thousand later, when the decendent of human live on other planets also, who know. There might be 1 or 2 other planets with intelligent life form, in our galaxy.
I'm going to bring in the good old comparative argument:
The government can't cover up a presidential scandal. It can't cover up cheating in the presidential family. It can't cover up major security scandals. It can't cover up scandals in the international relations.
Would you, knowing these, expect the government to be able to cover up aliens?
I don't think so. I believe, even if aliens actually visited the planet and some of the sightings were true, that the government has no finger in it and is just as an observer to the issues as we are.
