IRS investigation of money laundering / bribery and violating the rules regarding non-profits would be more appropriate, but that branch of the government is as political as the FBI having the DoJ interfere with its investigations. When the IRS was leaking people's tax returns and punishing political critics with audits since 2008, of course it is politically biased.
This is fascism. This is tyranny. And it is why it is immoral for anyone to vote Democrats who support this.

“They are a crime family,” James Kallstrom said of Bill and Hillary Clinton. “The Clinton Foundation is an absolute scam. It should be investigated under the RICO statutes.”
The Wall Street Journal reported that the Justice Department spiked an investigation of the controversial nonprofit by the FBI. So it would appear as if the DoJ is still protecting the Clinton Crime Cartel, while holding back the FBI as best it can from exposing all the illegal activities of the Clintons.
