Do you think USA has a responsibility for world as a whole or itself regarding nuclear decisions?

It is a somewhat vague question which could encourage a great debate. As a very powerful, influential and self sufficient power- The U.S, does not 'need' as much support from outside its own borders simply put.

Do people think America should action based on impact on themselves or is the greater impact on the world as a whole a factor that overrides?

The Hussein regime was brought down. In some quarters that was a foolish act as it fed extremism and anti-West sentiment.  Intervention was a bad idea in the minds of some as the regimes in place are morally wrong but can keep badness at bay

The United States has tried to be responsible for the world and only wasted trillions of dollars, thousands of lives and been hated for doing so. No, we should not be responsible for the rest of the world and stop trying to save everyone else from themselves; we need to take care of our own, including the millions who came here illegally that should be credited as refugees per the UN.
