Notice the highglighted phrase...WTF??!! In other words, they are PAYING to skirt around the environmental protections. HOW is that helping the climate???? Talk about your political double-speak!!!
All I know is the State is taking money from the power companies and then turning around and giving it to the customers, which includes me. I'm fine with it.
I would guess that it is a kind of tax on high carbon emitters to encourage investors to favor low carbon emitters. Of course, someone could Google it.
From the way it's worded, it sounds to me simply like buying a permit to continue polluting instead of investing that money in pollution solutions.
