All law enforcment officers have to pass proficiency tests regularly to prove they can still use a gun properly. Should regular gun owners have to do they same thing?
If they did and had to pay for the tests, the money could go to the police, schools, emergency services, and other things.

As far as I know all states that allow conceal/carry permits require a class and one proficiency test.
Yes, it is a great idea that all gun owners regularly practice with their firearms, especially if they carry.
Unfortunately, this is not usually the case.
