I believe C.V.Rajan was trying to be funny as in getting a "static shock" from touching someone or a thing.

Well it could be a number of things. Normally, there are one of two main reasons. The first being is that he is no longer attracted to his wife. Something that happens when a marriage is trying to fall apart. people distant themselves. Putting barriers up starting with boundaries. Avoiding intimate things like touch.
The other could be that he has developed and uncomfortableness with being touch. Something related to something that has happened.

Never? It means they are roommates with the same last name.
Naturally a follow up question would be; How does he respond when his (wife) touches him?
He could just as easily be thinking; What does it mean when a husband's wife never touches him? Most men want to feel desired.
It's not uncommon if one person (always) has to initiate touching or whatever to eventually stop once they realize it's always (them) that gets things rolling. Some people start off by playing a "wait and see" game. If I don't do it how long will it be before she or he does it? The longer one goes without something they get used to not having it.
It's easier to maintain a fire than it is to reignite a spark!

Great question he could have just lost interest and expects her to make a move, sometimes he is just living in his own world of thoughts to stressed out or lack of sexual desire. He is either living in his generation of time that also depend son his age, and another reason for not touching his wife he could have lost his libido to be with a woman
