No not necessarily ... if you walk past a girl and she smiles it is just a hello smile not a I like you smile.
I like you smile is different ...usually the girl follows you with her eyes and will keep looking over at you ... this is when you can approach her and ask if she wants to go for coffee.
If when you leave her she looks back and smiles it is a good sign
your joking right? if that was the case, then when a guy smiles at you he must like you too.
